Corruption in Kentucky: Local County Governments

It's by design that many Kyians do not have Internet. There's many Kyians who do not have running water, still shitting in outhouses, let alone Internet... but you know what? Those who have the Internet, dont give a shit about those who do not. Circuit court judges, district court judges, make $115,000 a year. $115,000 a year. And the median income in Owsley County is $10,000 a year. Circuit court judges are lawyers, have political power, plenty of money for whatever they need, all the insurance they could ever want, they make lucrative pensions, live comfortable lives, throwing poor ignorant powerless folks into jail... Capitalism makes sure there's a poverty class, by design. So I guarantee you, that the political establishment will be watching this. I have no idea if the people I'm trying to reach out to will hear this, but I guarantee you, the political establishment is watching. So... A Word on Constables

I believe that the idea of Constables are a good idea. In theory. On paper. Constables are democratically elected offices, so therefore, they are held accountable to the people, versus, say Sheriff's deputies, who are appointed at the behest of the Sheriff. The Sheriff is elected, but not his deputies. His deputies are not held to account to the people since they are appointed but not elected. The only way the voting public can hold a deputy accountable, is to kick the Sheriff out. Unfortunately, only 10% of Kentucky's people vote, which is the least one can do politically. Since most Kentuckians do not even vote, the chance of even elected politicians being held to account for their behavior is minimal. There are as many Constables as there are Magistrates in a county: 1 Constable for every Magistrate district. A Word About Grand Juries

The way the grand jury and indictments work, is this: the prosecutor or the commonwealth's attorney, present a case to 12 local citizens, who make up the grand jury, and then those 12 local citizens determine if a felony was committed or not. It's all behind closed doors, and the public isn't allowed to attend, or see what's presented, or what's discussed. Just the outcome of it. Grand juries are supposedly to be democratic, and used as a firewall against frivolous felony cases, but even grand juries can issue frivolous indictments hence the saying “even a ham sandwich can be indicted”. Grand juries are also not supposed to be swayed by the prosecutor presenting the case. The prosecutor presents the case in a non-biased manner, and then the 12 grand jurors make their determination.
